The rate r in this problem refers to the number of requests per second. The costs Cda, Cdi, and Cdr are expressed as the percentage of the CPU that is lost to avoidance, detection initiation, deadlock resolution, respectively. Be sure you understand what the 70 percent refers to (i.e., don't get tripped up by a 1-x error.)
