What I implemented:

I implemented every filter on the menu, but I didn't do a custom painterly filter. The fun filter I implemented is a swirl effect. It takes an angle to swirl the image by in radians. Then it asks which sampling method to use. It can do all three sampling methods just like scale and rotate.
